Job Targets and Decision Making1. Enforcement and implementation of health, safety, and environmental policies, as well as procedures established by the organization and local government.2. Responsible for establishing/maintaining the HSE management system.3. Set HSE KPIs and implement related programs to achieve the KPIs.4. Lead security guards, waste management, and other on-site management activities.5. Be responsible for tkCN Health & Safety audits, tkRI & GRC machine damage risk audits, tkRI & ERM environmental risk audits, and ISO 14001 & ISO 45001 certification audits.Main Focus of Duties and Responsibilities1. Be familiar with and implement tk HSE policies, procedures, standards and local government regulation & requirement.2. Compile safety policies and procedures, assist in establishing and developing organization’s health environmental and safety management system.3. Manage company relationships with local governments and the community at large.4. Identify risks to the environment, prioritize and mitigate as needed.5. Set HSE KPI according to steering group standard and establish HSE programs to achieve KPI. Report the result of HSE programs regularly to company management.6. Assess training needs related to safety and occupational health and ensure all employees receive the necessary training to perform work in a safe and legal manner. Coordinate and/or administers training. Ensure that managers on each level and all other employees are aware of their environmental, health, and safety responsibilities.7. Conduct regular HSE inspection especially on shopfloor-level and follow up the corrective **** of non-compliance.8. Conduct incident/accident investigation, prepare investigation report and follow up the corrective and preventative ****s.9. Prepare for required certification audit and annual inspection held by relevant local government regulatory setups. Follow up the correction of all nonconformity.10. Establish safety monitoring and occupational health monitoring programs to ensure all activities meet established requirements.11. Conduct occupational health management, determine occupational health medical project and preventative ****, setup occupational health file.12. Regulate dangerous and normal waste management, compliance related legal requirements, setup ledger for dangerous waste.13. Setup HSE emergency plan and arrange regular drillings. Establish and maintain effective accident andincident reporting system for all employees.14. Establish PPE ****ion, using and purchasing regulations, ensure related person to follow regulations to reduce hazards.15. Implement & lead security management, goods depature management, visitor and contractor management, and other site management etc. and fulfil16. Regular communicate and coordinate with Presta China HSE team.17. Cooperate, support with safety council to maintain the company culture.18. Other tasks assigned to support HR/Adm team.19. Takes the responsibility for the implementation, compliance and performance of the process "Environmental and Energy Management" for the PPMS (Presta Process Management Process) as it is defined in the internal document MAG-03832BASIC QUALIFICATIONS1. Education1.1 Bachelor’s degree or higher in Environmental Science/Engineering, Occupational Safety & Health, or related fields.2. Foreign Language2.1. Strong written and spoken English proficiency.3. Computer Skills3.1. Proficient in office software and HSE-related management systems.4. Automotive or Related Industry Experience4.1. No strict requirement (but manufacturing HSE experience is mandatory).5. Management Experience5.1. Minimum 5 years of professional HSE experience in manufacturing companies.5.2. Experience in establishing and managing ISO 14001 & ISO 45001 systems.6. Project Leadership Experience6.1. Led ISO 14001 & ISO 45001 system implementation and operational processes.6.2. Experience in government HSE acceptance for new projects.7. Others7.1. Certifications:7.1.1. ISO 14001 & ISO 45001 Internal Auditor Certification.7.1.2. Shanghai Workplace Safety Management Certificate.7.1.3. Fire Safety Management Certificate.7.2. Familiarity with related systems & documents:7.2.1. QMS (Quality Management System) & EMS (Environmental Management System) procedures.7.2.2. Presta CD (internal company) documentation.7.2.3. IATF 16949 (Automotive Quality Management System).8. Specific Requirements / Conditions of Employment8.1.1. In-depth knowledge of environmental, health & safety regulations.8.1.2. Experience in Behavior-Based Safety (BBS) preferred.8.1.3. Knowledge of Ergonomics is a plus.8.1.4. Administrative management experience.
